First, strengthen organizational leadership
The administrative departments of health and family planning at all levels and public medical institutions must have a deep understanding of the significance of promoting the "two-vote system" in drug procurement. The implementation of the "two-vote system" reform is a major measure to deepen the reform of the medical and health system and promote the healthy development of the pharmaceutical industry. It is an important starting point for compressing the circulation of drugs, regulating the order of drug circulation, and further promoting the reduction of the high price of drugs. The effective means for the masses to use drugs and to ensure the safety of the people.
The administrative departments of health and family planning at all levels are the main body of supervision for the implementation of the "two-vote system" in public medical institutions. It is necessary to strengthen leadership, strengthen organization and coordination, and verify notifications, and urge public medical institutions within their jurisdiction to strictly implement the "two-vote system". Second, clear job requirements
(1) Work requirements for the transitional phase.
From April 6th, 2017 to September 6th, 2017, it is the transition period for the implementation of the “two-vote system†for public medical institutions in our province. During the transition period, all public medical institutions shall, in light of actual conditions, formulate the "two-vote" work rules for drug procurement, standardize the process of collecting, verifying, and depositing tickets, and make timely communication with enterprises responsible for drug distribution in their own units to further clarify Refining the responsibilities and obligations of both parties in the implementation of the "two-vote system". During the transition period, drugs that do not meet the requirements of the "two-vote system" should be gradually resolved by adjusting the variety or distribution channels. After the end of the transition period, the procurement of medicines by medical institutions at all levels shall comply with the relevant provisions of the “two-vote systemâ€.
In the process of drug procurement and distribution, public medical institutions at all levels shall sign a drug procurement contract (see Annex 1), clearly implement the relevant requirements of the “two-vote system†and legal liability for breach of contract, and perform corresponding responsibilities and obligations in strict accordance with the contract.
(2) Work requirements in the implementation phase.
1. Ask for the purchase and sale of bills.
All public medical institutions shall take the initiative to request the pharmaceutical business enterprises to purchase and sell the whole process of the pharmaceutical products from the production enterprise to the medical institution in accordance with the "two-vote system" regulations. All kinds of bills shall be stamped with the official seal of the business enterprise, the financial special seal, the delivery certificate, etc. A legally valid seal. If the drug circulation group-type enterprise has internal allocations allowed within the scope of the policy, the medical institution shall also ask the enterprise for a copy of the invoice generated by the internal transfer and the accompanying counterparty.
One-vote situation: The medical institution shall request the invoice (and list, the same below) and the original copy of the accompanying goods to the pharmaceutical production enterprise or the operating enterprise (agent) that is regarded as the production enterprise.
Two-vote situation: The medical institution shall request the invoice and the original copy of the accompanying goods (ie the “second ticketâ€) from the pharmaceutical business enterprise, and require the enterprise to provide a copy of the production enterprise invoice and the accompanying counterparty with the seal. (ie a copy of the "first ticket").
Three-vote situation: Public medical institutions in rural poverty-stricken areas and other grassroots medical institutions that allow more invoices within the scope of the policy should request the invoices and accompanying counterparts (ie “third-ticket†bills) from the pharmaceutical business enterprises. And ask the company to provide a copy of the first and second tickets stamped with its seal.
A copy of the purchase invoice for each drug product shall be provided at least once, and a copy of the purchase invoice of the manufacturer for the same variety may no longer be provided. If the national or provincial level announces new requirements for the “two-vote systemâ€, it will be implemented according to the new policy.
2. Strengthen the verification of bills.
All public medical institutions shall combine the purchase and sales invoices and the sales and delivery receipts (including the transfer of the warehouse receipts, which shall also be included) to check the quantity of the notes and the integrity and relevance of the notes. The drug information (including common name, dosage form, specification, batch number, expiration date, etc.) of the whole process purchase and sale bills, the information of the production enterprise and the information of the business enterprise are mutually confirmed, and the information related to the ticket, account and goods is consistent, and the medicine can be put into storage and use. And pay the purchase price according to financial regulations. Encourage qualified areas to use electronic invoices and verify relevant documents through informational means.
In principle, medical institutions should require all bills to accompany their goods when purchasing medicines. If you are unable to do the same with the goods, you should ensure that all the notes are completed within 30 days from the date of the drug inspection income bank.
3. Keep the bills in a safe place.
All public medical institutions shall do a good job in the custody of relevant bill materials, and the specific custody methods shall be determined by the medical institutions themselves. The retention of the notes shall not be less than 2 years for traceability and inspection.
All public medical institutions must formulate special drug procurement procedures in the hospital and standardize the procedures for signing approvals. For special cases such as natural disasters, major epidemics, major emergencies, and emergency (grab) rescue, patients who are unable to purchase according to the “two-vote system†shall strictly perform the procedures for signing the procedures within the hospital, and relevant materials shall be properly kept and archived. for future reference.
